When you signed up, you became a Patron. A Patron is a person who CAN ask for access to libraries, but that doesn't actually mean you *HAVE* asked for access to libraries. Now that you have an account, you need to ask local libraries for access to their books. If you already know of a local library, you can ask their administrator to give you access.
